In early October, the Government announced the first significant
increase in overseas aid spending in many years. From 2016, the Irish aid
budget will stand at &euro;641 million, or the equivalent of 0.36% of our national
income.


This increase is very welcome, but it is not enough. The
Government has repeatedly stated that we will help eradicate extreme poverty by
increasing our aid budget to 0.7% of national income &ndash; 70 cents for every 100
Euro we earn. Yet, the current level is just half of that, and not much more
than Ireland&rsquo;s relative spend on overseas aid in 2001 &ndash; the first year since
the 0.7% target became Government policy.


If the past 14 years have taught us anything, it is that merely
repeating our &ldquo;solemn commitment&rdquo; to the UN target is not enough. <span style="font-size: 10pt; font-family: Arial, sans-serif; color: #282425; border: 1pt none windowtext; padding: 0cm; font-style: normal; background-image: initial; background-attachment: initial; background-size: initial; background-origin: initial; background-clip: initial; background-position: initial; background-repeat: initial">Without year-on-year plans and commitments,
the 0.7% target will remain as elusive as it was 14 years ago.


I call on
you and your colleagues in the Oireachtas to demand that the Government
urgently comes up with a plan that is time bound, credible and realistic &ndash; and
one that we will adhere to.
